Note the favorable values for Panabo and Carmen. As related by Assistance Eymard Eje on the 24th of February, a functional Panabo-Carmen segment of the Phase 1 has been set as the minimum criteria for "partial operability" for the railway in 2022.
Progress from on actual construction, however, remains glacial. To date, the only on-the-ground construction activities that have been conducted to were the installation of reference monuments, like what was done in Carmen in November 2018.
The Project Management Consultancy project remain incomplete as the DOTr Bids and Awards Committee has yet to issue a Notice of Award for the project. The bid conference for this project was completed in January 4, 2021.
The Design & Build (D&B) project remains in the hands of the Chinese embassy, which has yet to provide the DOTr with a list of contractors as nominees for this bid.
