If we factor in the delays in the signing of the contract of the Project Management Consultant (PMC), here is an arguably more realistic view of the project timelines. Note that right-of-way acquisition has its own budget that is separate from the Official Development Assistance (ODA) from China, therefore the MRPO's reports of completing this within the year is still reasonable.
